How a Water Authority Protected Its Towers and Pump Stations with Proactive Visual Security

The Security Challenge

The local water authority was dealing with repeated trespassing, graffiti, and vandalism at fenced water towers — including one breach so severe that the tower had to be drained, sterilized, and flushed multiple times, costing weeks of downtime and significant expense. At smaller pump stations, thieves were targeting diesel fuel from backup generators, further complicating operations.

While these facilities had fencing, none had electronic security or video monitoring. The authority needed a solution that could secure both large outdoor perimeters and small utility structures, while ensuring that any alarms could be verified as real threats.

Our Partner’s Approach

Integrator Vickers Technology designed a layered perimeter protection system for the water towers. Photoelectric beams with detection ranges from 50’ to 200’ were installed just inside the fences, with each beam line paired to a camera for visual coverage. These beams were connected to a CHeKT Video Control Panel, which transmitted alarms with instant video to the monitoring center. Operators could then verify events as “crimes in progress,” ensuring priority police response.

At pump stations, the team used a combination of outdoor motion detectors and ONVIF-enabled cameras. The diesel generator was secured with an Optex Fit Link outdoor motion detector paired with a camera, while an interior camera with line-crossing detection acted as a motion detector inside the pump house. 

All devices were tied into the CHeKT Video Control Panel, which also served as the alarm command center. Staff could arm/disarm remotely through the app, and every action was logged automatically for accountability.

The CHeKT Outcome

The water towers and pump stations now have true electronic protection. Any intrusion attempt generates video-verified alarms, reducing false triggers and ensuring a fast and informed police response. Diesel theft and vandalism have been curtailed, graffiti damage is deterred, and the authority gained not only stronger security but also full accountability through user logs and remote system control.
